To the Editor:
Frank Smith’s letter (“Why Wind Turbines Can’t Go Farther Out,” 8/17) was informative as respects turbine foundation options related to water depth. But the introductory headline definitely misstated his observations. And his claims regarding the inability of the federal Bureau of Ocean Energy Management to effect changes in project size, location, etc. are misleading.
Yes, depth of water affects the type of foundation used. But there is plenty of relatively shallow water on the Outer…
