Two from Barnegat Arrested Following Drug Raid

Barnegat — A two-month cooperative investigation into heroin distribution in the Lacey Township area resulted in the arrest late last month of two Barnegat Township residents and a Lacey resident on a variety of drug-related charges.

Ocean County Prosecutor Bradley D. Billhimer said detectives from the Prosecutor’s Office Narcotics Strike Force and Lacey Township Police Department were conducting surveillance on a residence when they observed Kevin Smith, 29, and Kyle Frate, 34, both of Barnegat, exiting the residence and entering a motor vehicle with Joshua Casper, 36, of Lacey.

Billhimer said the detectives followed the vehicle to a local convenience store and observed Casper exit the vehicle. A subsequent motor vehicle stop revealed that both Smith and Frate were in possession of approximately 10 wax folds of heroin/Fentanyl as well as drug paraphernalia. Billhimer said a short time later, authorities executed a no-knock search warrant at Casper’s residence. The search yielded approximately 280 wax folds of heroin and assorted drug paraphernalia. Casper, Frate and Smith were all arrested and charged.

Casper was charged with distribution of heroin, possession of heroin with the intent to distribute and possession of drug paraphernalia. Smith and Frate were both charged with possession of heroin and possession of a hypodermic syringe.

Casper and Smith are free pending a future Ocean County Superior Court appearance. Frate remained lodged in the Ocean County Jail on an unrelated matter.  —E.E.
