Township Moves Ahead With Plan to Add Seven Parking Spots in Bayview Park

Water Meters Required; More Details to Come

Despite some remaining pushback from neighbors, Long Beach Township officials will move ahead with plans to add seven parking spots near the far north end of Bayview Park, in the Brant Beach section of the municipality. Mayor Joseph Mancini said Monday the township will send its application to the state Department of Environmental Protection’s Division of Land Use Regulation this week.

The municipality had withdrawn its original application, which would have sought permits to create a few dozen parking spots and to mitigate the marshy far north side of the park. The new proposal includes seven parking spots, three of them designated for people with disabilities, and with a crushed oyster shell base.

A number of residents expressed concern about the initial plan, and some were still displeased that the township would disrupt any of the 35,602-square-foot plot, adjacent to Long Beach Boulevard, for more parking.

“While the township building, Bayview Park and the beach pavilion may be quite popular with visitors, it is the residents who live with the noise, traffic, parking overflow, trespass, trash and degradation of our natural environment,” said Alison (Aaron) Madsen, who lives near the park. “We say ‘no more’ to development of Brant Beach.”

The township’s month-long public comment period on the revised plan ended March 1.

In another matter, township officials have notified all LBT homeowners that they are required by the state to install water meters by July 1, 2020. As a notice sent to residents explains, later this year, property owners or their plumbers will be able to pick up their meter at a designated township location.

The cost and installation of the meter will be the responsibility of the homeowner. Details of the meter cost, and when and where it can be picked up, will be provided in a future communication from the municipality, and a designated website will be set up with information on the water meter project.

“In 2019 and 2020, residences will be billed for water consumption under the current system; i.e. number of kitchens, bathrooms, appliances, fixtures, etc.,” the township notes. “Effective January 1, 2021, residences will be billed based on a basic fee and water meter reading. All meters will be read remotely.”

For residents who already have a meter, a conversion kit will also be available so that the meter is compatible with the vendor’s meter reading equipment.

Meanwhile, Commissioner Ralph Bayard announced at last Monday’s Board of Commissioners meeting that a water and sewer pipe replacement project will soon be under way on Long Beach Boulevard, beginning near town hall in Brant Beach and continuing south nearly to Beach Haven. The Boulevard will remain open during the project – which will begin within the next week or two – but there will be lane closures. Bayard said work will continue until around early June, then will pause for the summer months and continue in September.

Also during the recent meeting, Commissioner Joseph Lattanzi said a preliminary look at the budget shows that there will likely be only a minimal, if any, increase to the budget for the coming year.

He also discussed the shuttle bus service, which will return for the busy season, and may add a Manahawkin-to-LBI route, in part to help bring young people over to the Island for work.

Lattanzi also mentioned that the township plans to have propane bonfires on the 68th Street beach on Friday nights from the end of June into August, possibly with live music as well, just for an hour or two.

The township began the Monday meeting with the recognition of local construction workers Greg Garbacki, Mike Thomas and Claud “Nobby” Dayton, who rescued Jacqueline Neiderle and her dog, Maylee, as a fire spread through a home in Holgate on Jan. 31.

As Ptl. Sean Ferguson noted, these individuals were first on the scene. “Upon observing smoke and open flames coming from 5213 South Long Beach Blvd. while working at a job site across the street, the three civilians quickly approached the property and and made contact with the homeowner. After ensuring he was safe, they learned there was a female tenant and her dog still inside the second-floor apartment. Without hesitation, the men acquired an extension ladder from the garage, positioned it … against the second-story deck, and assisted both (Neiderle) and her dog onto the ground across the street.

“The house was fully engulfed in a matter of minutes, and had it not been for the quick thinking, swift actions and immense courage,” the outcome would have been much different, said Ferguson.

The next commissioners’ meeting is scheduled for Monday, April 1, at 4 p.m.
